The Hispanic Heritage Festival held on Carroll Creek in Frederick this past Saturday was a vibrant celebration of culture, diversity, and community. The Centro Hispano de Frederick mission is to: “inform, refer and educate limited English proficiency (LEP) residents of Frederick County in order to promote full participation in community and the successful pursuit of opportunity.”
